ALBANY -- A law that was supposed to simplify New York's arcane election rules apparently has not taken effect even though it was approved by Gov. George Pataki months ago.
The law directed the state Board of Elections to write new regulations that would make it easier for challengers to appear on ballots for public office in New York.
